The Present Situation Problem And Countermeasure About Poverty Population Of Cities During The Urbanization Process In Shaan'xi

Since 1990's, with the high-speed of urbanization, urban poverty has increasingly become an outstanding problem in Shaan'xi's social and economic system. A proper solution to urban poverty is not only what economic growth should bring about, but also what social equity and justice calls for. Poverty has become a focal point for government, academia and the general public. With the launch and implementation of poverty alleviation, Shaan'xi's poverty alleviation work has gained spectacular achievements in recent year. However, our province has focused on rural poverty alleviation with large-scale and systematic since the beginning of the last century the late 1970s. Relatively urban poverty hasn't been got great importance from the parties.During the urbanization process in Shaan'xi, poverty population will be more serious, as the future bottleneck in long-term development of Shaan'xi province. Now the urbanization of Shaan'xi is facing the dilemma choice: On the one hand, the accelerated urbanization may exacerbate urban unemployment and poverty;On the other hand, if we don't speed up the urbanization process, the sustainable development of the economy will confront the greatest restrained system, unemployment and poverty will not be resolved. Urbanization is a major trend, the foundation for three problems connected with "agriculture, countryside and farmer", but the capacity of modernization sector to absorb labor is limited. Consequently, we must speed up the urbanization in Shaan'xi province and pay more attention to poverty population during the urbanization process. However, the academic community hasn't brought the urban poverty issue into the study of urbanization process. This essay not only concerns Shaan'xi urbanization development but also resolves the poverty issue during the urbanization. Through the research, we full grasp the present situation. Scale and the distribution of poverty population, set the causal model to analysis the social-economic problems and individual factors cased by urbanization;use artificial neural network model to establish early warning systems to monitor;select urbanization of population rat, GDP growth, Gini coefficient of urban residents and theregistered unemployment rate in urban areas. All these are closely related to the incidence of poverty population as the indicators of artificial neural network. We can predict the incidence of poverty by which we may analyze Shaan'xi's urban poverty and make measures to avoid serious problems of poverty in order to safeguarding social stability. Finally, through a comparative analysis of the experience of developed and developing countries about counter-impoverished problem, we have some suggestion for the urban poor issue which are speeding the urbanization of Shaan'xi province, perfecting social security system and developing the non-official organization's poverty alleviation.
