In1982, country forcefully opposed seeking the proportion of students entering higher school which means against traditional examination education, and firmly carried quality education to realizing comprehensive implement educational policy. It was mentioned in the National Program for Medium-and long-Term Educational Reform and Development that we have to adhere to comprehensive development, to strengthen and improve educations in morality, intelligence, sport and art, to adhere to the unity of all-round development and personality development, to strengthen sport and firmly establish the idea of health first, to ensure PE classes and exercise time, to strengthen mental health education, to promote students’body and mind health and will, to strengthen art education to foster good appreciation of the beautiful and good humanistic quality, to improve students’comprehensive quality and train socialist builders and successors featuring an all round development in morality, intelligence, physique and art.Three decades has passed, to our current educational, We shouted the vigorous quality education and make solidly exam-oriented education. Though we shouted the slogan of comprehensive education, we badly neglected the educations in morality, sport and art.Based on the analysis of present primary school, there is a phenomenon which is most of people pay much attention to Chinese, Math and English, and meanwhile, they look down on other courses. In recent years, the moral education is gradually paid more attention, but music education, sport education, and art education have not yet arouse enough attentions. In primary schools, music classes, sport classes and art classes are the main classes which are the wings of children’good dream, the free world for children to show their nature, the palace for children to learn practical skills and abilities, the platform for children to enjoy wonderful childhood and the way to nurture spirituality and feel beauty and they also help the children to build a healthy and cheerful personality. However, based on the analysis of current primary education, we can find that the beauty of those classes are killed. If we want to implement the quality education policies, we should realize all-round development, and the educations in music, sport and art can not be ignored.As an educator we should equally treat each course, pay attention to balance of development in each course, and rightly treat the necessity and significance of each course when the children grown up.The searches using primary school of middle-east region of Inner Mongolia as links, and through interview and investigation, we wholly mastered the condition on primary music, sport and art education, the theory on school management, quality of education, opening and operation on the classes. We analyzed the problems which are existing in the music education, sport education and art education in detail. According to the educational policy and educational theory, we can propose some achievable advices which can promote the management of developing music education, sport education and art education. They can propose the help on the developing and perfect education in music, sport and art, and then they get the significant and effective development.
