There is a typical culture model of the integration of basic and vocational education in rural junior middle school in Jilin Province. We abbreviate it S Model. The model originates from the separation of the basic and vocational education in order to prevent school dropout. Then, it has polarized the main form of taking rural practical techniques as elective course. Recently, the model has adjusted "all of student selective rural practical techniques on the base of normal basic course education in different class". The experiential core is "teaching according to the student's ability, to enter a higher school and to get employment." there are four sections in this study. Whether can rural junior middle school education realize "to enter a higher school and to get employment"? It is worth discussing. It is the key question of whether S model is reason or not. It is given an argument in the first section. In the second section, in my opinion, the reasonable orientation should be not only to foster modern quality people to meet the need of urbanization but also to foster late-model peasant for socialist new countryside. We'll unite the double in high quality education for all-around development. And I propose the reasonable basis. I construct theory in the third section. I think that fair should be the compulsory education primary orientation. Elemental quality and capable should be the first culture goal. The unifying of scientific and cultural quality should be the core quality. I purpose suggestions in practice in the fourth section. Rural education in comparison with city education has common characters and special characters. Improving suggestions in common characters main are: First, we should foster and use fine quality teachers as an important aspect of educational resources. Second, we should shift school organization into study community. Improving suggestions in special characters main are: we should integrate vocational courses on the base of basic education. Basic education and vocational education will separate and joint together according to concrete conditions. We also excavate new ideas of rural junior middle school latent courses in order to improve the effect of education. At last, I take the regular of measurable separation of basic education and vocational education as my epilogue.
