Jilin is a big province in terms of agriculture, the economic development in Jilin Provinceis still placed in the secondary even inferior level in the whole country, the development of the non-farmproduction industry particularly the town and township enterprise hasn't yet attained national average levelamong various industries in rural areas. Meanwhile, because the non-farm production industry owesflourishing, a great deal of rural labor force is bound to the limited land,which leads to the accumulationof huge quantity of surplus labor force.The factors above are critically influencing the economicdevelopment in Jilin Province. In order to meet the needs of industrial adjustment and enforce thedevelopment of the non-farm production industry, simultaneously to transfer the village surplus laborforce, people in Jilin Province need to raise rural employees' ability and skills for employment and startinga business as well as to raise their techno-cultural quality. Making the essay based on series of researchesand explorations while taking Jilin Province as an example, the author puts forward several correspondingpromoting plans and suggestions to meet a very lately request to the rural vocational education in Jilinprovince in the article. After the practicing of Reformation and Open Policy, rural vocational education inJilin Province experienced several different stages, which are developed as following: restoringperiod→booming development→slippery ascent→dividing stage. At last, the rural vocational educationnetwork is built up gradually,which obtains certain accomplishments, and accumulates abundant ofexperience to some extent. However, because of restrictions of the historical, economic, environmentaland many other factors, the level of vocational education in rural areas in Jilin Province isn't high, manyproblems existing in this kind of education have to be settled urgently.These problems are mainlyconceming these aspects: The quantity of recruited school students has been falling for successive years,facing an existence crisis; The quality of the source students in rural vocational school is comparativelyinferior;.various educational resources for vocation in rural reduces increasingly; the budget devotion forvocational education is in shortage, which makes "hardware" development fall behind; The orientation ofthe running of vocational schools is not definite, the specialty constitution does not match the request ofeconomic development of rural areas; The content of course is old-fashioned, the teaching means fallsbehind and the course constitution is at absurdity; The quality of the rural vocational school teachers isn'thigh, the construction of teachers contingents is not advanced; Emphasis put on vocational education is insufficient, the vocational education system in village awaits perfection. Several internal and externalfactors lead to the above realistic problems. Among them, the external factors mainly include: Thetraditional education ideology causes public identity to the rural vocational education not high; "Therecruitment expansion of higher education " makes the rural vocational education even harder to develop;The difficulty of being employed after graduation makes the recruitment of rural vocational education evenworse; The over-high charge for education fees makes farmers shrink back at the sight of the ruralvocational education; The principal investment part of rural vocational school is unitary, lacking mediumsof collecting the funds. Different levels of Government pay less attention to the strategic status of ruralvocational education in the economic and social development. The external factors of these problems lie in:The way of running vocational education in village is unique, lacking flexibility; The mode of running aschool is stereotyped, the specialty characteristic is not prominent; The goal-oriented inclination only forfurther education and the phenomenon of following ordinary educational mode still exists; The reformationof managerial mechanism falls behind the educational demands, lacking competitive capability; Problemsin teachers qualification restrict the development of rural vocational education as well. For promoting thefurther development of village vocational education in Jilin Province, the author puts forward theseinstructive and feasible suggestions and countermeasures on the basis of comprehensive analysis of theexisting problems and factors influencing rural vocational education in Jilin Province. To identify thegovernment duty in developing rural vocational education, strengthen the government interference in theeducation. To collect funds from multi-channels and to establish the mechanism devoting to thedevelopment of rural vocational education. To deepen the educational reformation in rural vocationalschool education, meanwhile, to vary the ways of running these schools and to make specialty setting-upwork diversified. To enforce the construction of teachers contingent in rural vocational schools to raise theteaching quality of teachers as a whole.
