In the scaled development of secondary vocational education, the people take more attentions to base on proportion question between vocational senior school and regular senior school, it is the primary factor which influences the scaled development of secondary vocational Education. The proportion to senior stage, not merely is a simple quantity relationship, but is relating to the development and the status of our country vocational education in certain time, our country worker's quality, the development of our national economy and so on many aspects. Deciding the proportion of senior stage correctly and training the practical, applying person for the socialism, is not only the main point that we reform in education, but also the important matter that we carry out the policy about relying on science and education to rejuvenate the nation.Our country State Council held the first national vocational-technical education conference in July, 1986. It proposed that "Making the enrollments of the new students between vocational-technical school and regular senior school in the senior stage roughly equal about 1990." What is roughly equal? Is 1: 1? Or 1.1:0.9 ? Maybe other ratios? Speaking of our nation, even if is 1: 1, if 1: 1 is reasonable for Jilin province? Therefore this article has conducted the research from the domestic and foreign proportion between vocational and regular senior school and human resources structure.Comparing with international countries, many modernization industrial countries considered for the structure of talent demand which is adapting the economical development, has all given the enough value for vocational education. In Switzerland, approximately 80, 000 students graduated from nine-year compulsory educations school In 1997, entered the Regular Senior school besides 15% students, 60% student chose accepting the apprentice to make training, 25% student chose entering the vocational senior school, namely 85% student had chose accepting the vocational education, after finishing the compulsory education. In the European Union 15 countries, 11 national proportion between vocational secondary and regular senior school during senior stage surpassed 50%; In two-track system country, such as Germany, Austria, Belgium, Switzerland this proportion has surpassed 70%. As follows the portion between vocational secondary and regular senior school from high to low are: Czechoslovakia 87: 13; Austria 83: 17; Sweden 77: 23; Italy 76: 24; Poland 73: 27; Germany 71:29; Belgium 71: 29; Hungary 70: 30; France 60: 40; Holland 59: 41; Finland 51: 49. The number of the proportion of students between secondary vocational and regular senior school in South Korea changed from 32: 68 in 1990 to 50.3: 49.7 in 1995. They are 40.4: 59.6 in 1997; 40.1: 59.9 in 1998; 36.9:63.1 in 1999; 31.0:69.0 in 2000; 25.0: 75.0 in 2001; 25.7: 74.3 in 2002; 28.9: 71.1 in 2003; 26.7: 73.3 in 2004.Looked from the human resources structure, among 25 countries which are the most economy developed countries and have completed the second industrialization in the world, the proportion of the medium level technical worker and the primary administrative personnel having occupied in the structure of labor still surpasses 50%. In addition, the industrial workers of developed country are the technical worker, the high-level labor accounts for 35%, the intermediate labor accounts for50%, the primary labor accounts for 15%. The senior vocational education is the main method for raising primary and intermediate technical workers, obviously the proportion to raise specialized technical talented person by the senior vocational education has achieved 65%. In 2002 our country technical worker achieves 70 million people. In the technical worker, the primary labor accounts for about 60%, the intermediate labor accounts for 35%, the high-level labor only accounts for 3.5%.
