The Report at 16th Party Congress points out that the senior high school education shall be popularized by 2020 when people can enjoy high quality education. Therefore, the senior high school education, especially that in rural area is of great importance for a long time. In the process of building a well-off society in an all-round way, to grasp the historical development opportunity and give all strength on senior high school education is vital to the manipulation of the guide"popularization, development and improvement", to the industrial restructuring and the emphasis on education priority, to the education modernization in our country and accumulation of human resources, and to the overall and harmonious development of the society.There are still many problems in senior high school education for the time being. For instance, there is fierce contradiction between the inadequate education resources and enrollment expansion, dramatic gap between the enrollment rates in urban and rural areas, the ratio of senior high school teachers, the disparity between the diploma level of teachers in urban and rural school and so on. The reasons are multi-faceted, such as the imbalance between economic and social development, improper distribution of resources and the conceptual influence of preference to general education over professional education.This study intends to enhance the principles of integration and popularization of urban and rural senior high school education, and reduction of urban and rural disparity, constructs an indicator system for senior high school education composed of five first-level indicators---student, teacher, fund, education condition, education structure, and eighteen second-level indicators. Furthermore, with the purpose of providing reference to the senior high school education policies, the development level of the core indicators are forecasted based on the fluctuation of school aged population in urban and rural senior high school, adopting methodologies such as comparison, expert forecasting, extrapolation prediction and statistics, with reference to related policies and documents, and in light of the accomplishment on the education plans of the scholars and institutions at home and abroad.Moreover, this study also proposes corresponding policy suggestion on the basis of the...
