By the year 2009, the Modern Distance Education Project for the Rural Primary and Secondary Schools has been completed. The government has invested huge human, material and financial resources to the project, which is the largest and most far-reaching education informationization project in new China's history. The project has important strategic significance for education informationization infrastructure. The project improves the conditions in the rural schools, especially modern teaching environment, and it narrows the digital gap between the urban and rural schools. The project lays a solid foundation for promoting high-quality education resources sharing, improving the rural education quality and benefits, strengthening the construction of teachers' team, realizing the balanced development of elementary education. Shaanxi province has built 6390 sets of CD player system (Mode 1),16420 sets of satellite information receiver system (Mode 2) and 2051 computer network classrooms (Mode 3). The project covers 100% of the rural primary and middle schools in the province.After the project was completed, how to yield the returns, especially resource application returns, becomes the key. Resource application is not only the core but also a bottleneck of the project. In recent several years, there has emerged a batch of advanced models and the innovation modes of resource application, which means a great progress, but generally speaking the resources application level in the province is not balanced. Quite a number of regions and schools have been stunted in resource application. Especially, distance education resources effectively application has many problems. Resources application can't adapt to the overall requirements of education reform and development.Luckily, the author participated the 2008 shanxi normal university social science fund project " the study of modern distance education project of rural primary and secondary schools teaching environment resource effective application the ways and methods".During the research, the author pays great attention to studying the current actual situation of Modern Distance Education Project teaching application in rural schools in Shaanxi Province, and thinks the countermeasures for further deepening application.This paper is divided into four sections.The first chapter is the introduction. This chapter mainly expounds the Modern Distance Education Project for Elementary and Secondary Schools in Rural Areas including the basic situation of the implementation of the project background, three models of technical equipment, advantages and disadvantages of the application way; This paper studies the relevant background, theoretical basis, research methods and research contents, purpose and meaning of the research; Also lists the relevant reference for subsequent research work, and lays the good foundation.The second chapter is the status analysis. This chapter mainly analyses the application of engineering resources i in Modern Distance Education Project for Elementary and Secondary Schools in Rural Areas in shaanxi province. The following eight aspects are argued:resource usage, resource needs differences, teacher training, application levels of study, application management level, the application effect of the situation and the teacher application ability level. Though those eight aspects interviews data sorting processing for the modern distance education project for the rural primary and secondary schools engineering resources in shaanxi province of present application status of investigation. From three angles, such as teacher questionnaire, the headmaster questionnaire and audiovisual education center at the county level,analysis the specific problems. Finally summarized the present situation of the application of engineering resources and the existing problems in Modern Distance Education Project for Elementary and Secondary Schools in Rural Areas in shaanxi province.The third chapter is the research achievements. This chapter is the core part of this study. On the basis of the previous chapter analysis'situation and problems, clearly puts forward the intrinsic mechanism of education informationization (including resources application in Modern Distance Education Project for Elementary and Secondary Schools in Rural Areas.). According to the mechanism, the paper discusses the countermeasures from three perspectives of the education administration departments, schools and teachers. Firstly, we should consider resources application as a necessary part of education informationization. We explore relevant security conditions from the angle of education administrative department, namely education administrative department's direct influences on schools and the function of schools as basic management units. Secondly, we explore specific "technical" strategy from the perspectives of classroom application. Thirdly, we explore resources second-hand-development strategy from the school and teacher perspectives.I think this strategy has the important practical significance and guiding value in Modern Distance Education Project for Elementary and Secondary Schools in Rural Areas in shaanxi province.The fourth chapter is the epilogue. Summarizes the research achievement of this article, and prospects for a follow-up study.
