With the arrival of knowledge economy era, global competition is becoming more and more furious, economical growth relies on qualities of talented man who discards old ideas and brings forth new ones, international CPC competition also depends on advantage of talented men eventually. Then cultivation of talented man courts on education. Recently, domestic and international education pattern has changed on large scale. It can not be worsened that educational elite pattern transfers into the masses pattern. Under this circumstance, vocational and technical education manifests its important position, which is major way to train the skill applied talented men. Hence, advanced vocational and technical education intensely comes out at right time, facing the brilliant opportunity of development, possessing wide development space. At the same time, we should see that there are also plenty of challenges existing within it. Therein, practice and applied technique is the main content of reform and development of advanced vocational and technical education. The key to fulfill this task is to need special teacher procession. The history of advanced vocational and technical education is not long; the task of teacher procession's construction is relatively tough. Compared with common higher education, its necessity, urgency and difficulty are obvious. Nowadays, it reaches the common opinions among the whole advanced vocational and technical education that the cultivation and encouragement towards its teachers should centralize'double type teacher'. But specific training and encouragement still remains at the lower level. It is not only concerning one professional qualification certification or trained certification. It also can not use traditional assessment standard of teachers'in common higher educational institution. As a new education pattern, advanced vocational and technical education needs the teachers, who are engaged in education to break the teaching pattern, adopt the completely new teaching method to fit it.
