This thesis discusses the background and development of the idea of school-based research in China and points out positive significance of school-based research to basic educational development of China. On this foundation, the study investigates and analyzes the development status of primary and middle education to uncover the problems at present and indicates that primary and middle schools should construct school-based research system in order to impel basic educational curriculum reform and quicken the progress of basic education in China. Studies have also been done on how to bring the system construction of school-based research into effect.Adopting such research methods as literature research, investigation, interview and study on the pot, the study mainly completes three tasks: first, meaning and characteristics of school-based research are clarified based on the development of school-based research and positive significance of school-based research to basic educational development of China is pointed out accordingly; second, the author makes deep investigation and research on the national-level construction base of school-based research in Bei-lin district, Shaanxi province and summarizes the problems existing in primary and middle school educational development; third, on the basic of analyzing literature and investigation, the thesis give the frame of construction of school-based research system from the angle of the systematic theory. The following are conclusions gained in study.1,It is demonstrated that the development of "school-based research" is due to the transition from the idea of education management to the idea of scientific research on education. The superiority of school-based research to traditional research activity is clarified and the conclusion is that the former is superior to the latter.2,Using such research methods as questionnaires and interview to investigate the status of primary and middle school education and teaching in Bei-lin district, the author gets to the problems existing in educational research in schools at present: school's knowledge of the essence of teacher education is not clear and teacher...
