At the end of the last century, the Central Government made a clear proposition that it is necessary to develop higher vocational education with great efforts and to cultivate large numbers of technology applicable talents with both theoretical basis and practical ability. According to the 16th NCCPC, the aim of our country is to build a well-off society in an all-round way and take a new road to industrialization. All such policies indicate that higher vocational education will enter a new stage of development after experiencing the stages of starting, developing and adjustment With the high development of higher education massification after extending enrollment, the higher vocational education has achieved a great progress, taking about 50 per cent of higher education in scale.From the end of the tost century, especially from the new century(2000), a large number of higher vocational colleges and universities have cut themselves off reality. They try their best to seek to become the undergraduate colleges, with the upgrading trend of competition. At the same time, due to the shortage of preparations in the orientation, resource, system of running schools and cultivation system, the quality of running new upgraded undergraduate higher vocational colleges and universities is decreasing. Because of many involved aspects, such phenomenon has become the focus of our society and given rise to arguments. Between the traditional culture ideology and the realistic utility tendency, how to scientifically orientate the newly-built undergraduate higher vocational colleges and universities and how to make adjustments of running schools to meet the needs of new situation have become important subjects which need their serious study.This paper adopts the frame of development research and the research methods of document analysis and interview. It tries to analyze the upgrading phenomena of higher vocational colleges and universities through panoramic presence of the progress of higher vocational education and rough organization of the whole existing form, combining the investigation and the study in the selected case. On the basis of analyzing the investigation material and theoretical knowledge, this paper presents the opportunities and predicaments that newly-built undergraduate higher vocational colleges face.
