As China’s economic society enters a stage of high-quality development,a new round of technological revolution and industrial transformation is undergoing profound changes,and related industries urgently need a large number of high-quality technical and skilled talents.This also requires the high-quality development of vocational education,especially the high-quality development of higher vocational education.In this context,the country has initiated the implementation of the "Double High-levels Plan" to build high-level higher vocational schools and majors with Chinese characteristics,and promote the high-quality development of higher vocational education.Among them,the construction of colleges and universities is the top priority.How to build a group of high-level vocational colleges is an important topic for the high-quality development of higher vocational education.In this regard,since the 21 st century,higher technical and vocational education in Taiwan of China has gone through the same stage of development,and achieved remarkable results through a series of reform actions in colleges and universities.Therefore,it is necessary to study the reform experience of higher technical and vocational colleges in Taiwan of China to provide reference for the construction of higher vocational colleges in the mainland in the new era.For this reason,based on the system change model and the theory of social establishment,this study constructs an analysis framework consisting of three levels: input level,change level and output level,and four dimensions including values,behavioral norms,organizational systems and material support.Using literature research method,historical research method,content analysis method,interview method and other research methods.Meanwhile,this study investigates the following questions,such as "What are the historical background,macro requirements and specific goals of the development of higher technical and vocational colleges in Taiwan of China in the new century","How did the higher technical and vocational education colleges in Taiwan of China develop in practice","What are the comprehensive benefits of the development of higher technical and vocational colleges in Taiwan of China in the new century","What is the basic experience of the construction of higher technical and vocational colleges in Taiwan of China","What is the enlightenment for the construction of higher technical and vocational education colleges in the mainland",etc.The main research contents of this study are:(1)To Analyze the historical background,macro requirements and specific goals of the construction of higher technical and vocational colleges in Taiwan of China in the new century.(2)To conduct investigation and research on high-quality higher technical and vocational colleges in Taiwan of China,analyze the practical measures of the construction and development of higher technical and vocational colleges,and summarize common characteristics.(3)To evaluate the comprehensive benefits of the reform of higher technical andvocationa colleges in Taiwan of China.(4)Based on the above research content,this paper summarizes the basic experience of the construction of higher technical and vocational colleges in Taiwan of China,and proposes the inspiration of the high-quality development of higher vocational colleges in the mainland.After the research,this study has reached the following conclusions:(1)In the middle of the policy themes of higher technical and vocational education in Taiwan of China in the new century,according to the frequency of use of policy tools,the important construction and reform aspects are the guarantee mechanism,school quality,talent cultivation,organizational system and school goals.Among them,the specific objectives and tasks for the construction and development of higher technical and vocational colleges mainly focus on evaluation and assessment,financial aid,curriculum and teaching,industry-university-research cooperation,faculty construction,and school affairs research and management.(2)In the new century,higher technical and vocational colleges in Taiwan of China have carried out reform and development in four aspects: values,behavioral norms,organizational systems,and material support,and have adopted a series of measures.(3)Since the new century,the higher technical and vocational colleges in Taiwan of China have achieved remarkable results in education and teaching,school quality and social services,and have built a number of high-level colleges with their own characteristics.(4)The common experience in the practice of higher technical and vocational colleges in Taiwan of China in the new century includes: the successive advancement of quality improvement and characteristic development;the coupling and coordination of local leadership and market regulation;the clear demonstration of school vision and training objectives;the industry-education collaboration of school-running tasks and content standards;the improvement and autonomy of school-running institutions and organizational management;strong support for school-running conditions and financial guarantees.According to the reform experience of higher technical and vocational colleges in Taiwan of China,in the current objective situation and realistic process,the enlightenment obtained to boost the high-quality development of higher technical and vocational colleges in the mainland includes: clarifying the school’s positioning,refining training objectives;promoting school-running tasks,updating the content standards;reforming the design of the school system,strengthening organizational construction;improving school-running conditions and enhancing financial security. |
