Though the importance of scientific research is gradually recognized by the high vocational colleges , the state and position of scientific research of high vocational college still exist great contrast, such as less achievements, the low level, weak base and weak researchers. The causes come from many aspects, the most important factor lies that the high vocational colleges have been built for a relative short time, which have no full recognition of the scientific research, have a weak encouragement institute in the policy and investment as well as the treatment for the researchers.The"121"Model for the scientific research management of higher vocational college , based on studying theory for management and encouragement and its related achievements, is put forward here. The"121"Model which is made up of four elements is:"one"means a correct idea to solve the position problem of scientific research,"two"points that two focuses - encouragement circumstances and condition should be stressed; the last"one"stresses that its assessment should be emphasized.Two focuses in the location of scientific research should be stressed as follows: one is to stress the research of application items based on the fact of development of local economic society, the other is to research the teaching rules and the theory of high vocational education.To reach an ideal effort, the scientific research management should depend on the following four aspects: firstly, designing the encouragement systems scientifically and reasonably; secondly , applying different encouragement methods comprehensively; thirdly, improving the location of scientific research and establish the researching circumstances; fourthly , investing lots of capital and perfect the faculties to build the better researching conditions for the researchers.It is also a very comprehensive job to evaluate the research achievement. It is good to emphasize the encouragement to build a series of figure targets to assess the teacher's research achievement and to connect the teacher's punishment and award with the results of assessment.The paper finally studies the application of the"121"Model in the scientific research management in higher vocational college based on the cases of L Vocational & Technical College.
