My dissertation consists of 3 parts. The 1st part is introduction, the 2nd the quality management theory, the 3rd the use (practice) of school quality management (QM).The 1st part—introduction includes 2 chapters.Beginning from a composition "Evil Schoolbag" by an our school pupil, Chapter 1 discusses school quality problems existing in today's basic education, considering that one of the most influential factors on the school quality is the problem of school management which restricts the improvement of schools and that is the necessity of my doing the research. This chapter also tells the importance of the research, the methods used, focal and innovative points to the readers.Chapter 2 first illustrates the history of quality management evolution, from initial product inspection to today's Total Quality Management (TQM), at the same time appreciates the thoughts and ideas of the gurus, especially narrating the themes such as "customer-centered service", "continuous improvement", then does an analysis on the QM application to educational field.The 2nd part includes 2 chapters which are about the theory of QM.The content of Chapter 3 is on quality and QM. It has discussed the view of product and service quality that leads to the main idea QM. In this chapter I try to expatiate the content and methods comprising the ISO 9000 standard quality management system issued by ISO, giving my own opinion on the fitness or use for the education, which is quite possibly applied in school.Chapter 4 gives suggestions on how to construct school quality system and carry through the principles and methods. It is a paraphrase about QM implementation in school.The 3rd part— QM practice including 5 chapters and an appendix.School education in hot water is discussed in Chapter 5.Many school managers misunderstand the school education quality which causes the delay of improvement in school under present situation. This tells us that there are lots of malpractice in the aspects of school management, such as matter-based management, dominative management etc. Only we better school management can the school education quality be improved, QM is worthy to be tried.The meaning and the character of educational service had to be cleared. School, as a social service organization should try to satisfy the customers' needs. If a certain school finds itself a better chance in the severely competitive educational market, it should try to exceed the customers' expectations, providing better service than the other schools can.Chapter 7 demonstrates the function exerted by leaders in the process of the school management. This chapter analyzes the mistakes made in the traditional leadership. If we build new-type quality schools we will have to change our thinking,conception, mood of leadership, to redefine the function of it.Chapter 8 tells of the significance and prospect of staff involvement and team building. Success of every organization depends on the staff devotion and dedication. Under the new situation, it is especially of importance for the cooperation in the QM process, School should be a learning organization, establishing a culture of learning, not a desert of culture but a paradise of communication and thinking.Chapter 9 makes it clear that satisfying and exceeding the customers' needs needs to continuously improve the school performance. School should be taken as a system not mend here and there, but focus on systematic improvement and improve systematically. As long as we have good project definition, planning, process optimization should we optimize the results continuously.The appendix is about the QM practice in Heathland School, their success about using TQM, other school will surely get benefit from their experience.
