Along with educational information and internationalization process,higher education teaching resources increasingly rising movement for open sharing, in which the United States, the Massachusetts Institute of Technology OpenCourseWare project and China's national excellent course programs the most representative projects. They promote the teaching reform, improve the quality of teaching has played a huge role.Move forward with the construction items of National excellent courses,quality issues started to appear gradually.Literature shows that the research of national excellent courses have different points of view, the quality of its research focuses on the perspective of the course content building products, a small number of project organization and implementation, assessment procedures have been studied. However, these courses for the fine quality of the construction of national excellent courses research systems still scattered and non-system, therefore, this article from the quality management system to choose the perspective of a comprehensive and systematic courses to talk about the construction of national products quality management.This article has used the literature methodology,the interview law, and carries on the analysis to the a large number of excellent courses, the innovated angle from TQM has analysed the current situation and problems of quality management of the present national excellent courses, and then, building a total national excellent quality management system based on the TQM.The system is conducive to the establishment of a comprehensive and systematic understanding of the construction of the national curriculum in the fine quality of management will help to identify the building of the national curriculum the quality of products the reason and is conducive to a final settlement of the national quality courses in the quality of construction, for national products construction quality management courses to provide a reference.In this paper, there are still a number of shortcomings, in the course of the study, due to manpower, material resources are limited, focus on the macro-system to build the system, the concrete operation of the micro-level enough to consider, which are to be further studied to strengthen.
