The tendency of education reform and development is chosen the individuality. In order to foster talented people creativity, The higher education must recognize differences, respect for individuality and enable individual potentials to create maximum play. The credit system glowed with boundless vitality and was rapidly popularized in many countries with its characters of emphasis on student independently learning and reflecting the personality development. The credit system is the new reform direction of colleges and universities teaching management system when higher education put the reform and open policy into practice in our country. The complete credit system is based on elective system. The curriculums are the core of education and the means of education operation, and without them, there is no media to convey information and express meaning. Because curriculums play a decisive role in educational activities, It becomes very important to strengthen its management.Reviewing the historical development process of the credit system, the research probes into the contents of curriculums management under the complete credit system in colleges and universities, and analyzes the new problems of curriculum management in colleges and universities, with empirical methods, and explores the factors causing these problems. The paper puts forward to curriculum managementstrategy under complete credit system in colleges and universities, used thedevelopment experience of higher education in the Western developed countries.
