Problem-solving based learning is the core thought of the constructivism to reform the outdated instruction. It is an advanced and scientific learning style. It has an important enlightenment to our education reform. In the paper the learning to solve problem of physics is researched, and we expect it can promote a new development of physics in teaching theory and studying practice. Based on analyzing the characteristic of learning to solve problem and status quo in learning physics we descript the problem kinds met with by middle school student in physics and the process in solving them. Largely the process of problem-solving is composed of five steps, characterizing the questions, raising the hypothesis, gathering the data, choosing strategy and evaluating which are the processes of selecting information, integrating information, searing information, solving problems and examining results individually.Proceeding from constructing the model of problem-solving in learning of physics and integrating with the learning theory of problem-solving and constructs, we research and discuss the meaning, the modeling, the characters and the teaching and learning strategies in physics learning which are based on problem- solving, and the process of meaning construction of Physics Knowledge whose the base problem-solving style is inquiry is formed.During the period of constructive learning mode, problems involve in the whole process of teaching and learning. Problem-solving consists five aspects. The first is to comprehend the problem, the process of collecting the information (underling, making, repeating, etc ). The second is to put forward the hypothesis, the process of integrating the information (analyzing, synthesizing, reasoning, forecasting etc). The third is to collect the information, the process of collecting the data (from the textbook, internet, expert, peer etc). The forth is to solve the problem, the process of testing the hypothesis (experiment, reason). The fifth is to commune with others and evaluate it, the process of evaluating and reflection (evaluate what they take part in, the enthusiasm they have. If they work hard, what they learn etc). The results indicate:(1) Problem-solving based learning has three subject characters, the first one is that experiment should be combined with reasoning; the second is that physics language should be mastered firstly. the third is that macrostructure should be combined with microphenomenon.(2) Teaching strategies includes four aspects. The teacher should set up the confused condition, instruct when students solve the problem, and evaluate the process of solving problem.
