In recent years, the action of school choice has been a popular problem in elementary and secondary education which has aroused a lot of dispute and ardent controversies have been carried out both in the society and in the academia. In order to see the action of school choice in a right way and find an effective way to solve this problem, the author cast a sight on America at first. The action of school choice has existed for many years in the USA, and plenty of expierences of school choice have been accumulated. The action of school choice in China began to appear after the recovery of the system of higher school entrance examination, and since 1990s, the action of school choice has been more and more popular. Although the causes and forms of the action of school choice in the two countries are different, the action of school choice has had great effect on their elementary and secondary education. On the bisis of thorough revew and analysis, the author compare the action of school choice in America and China so as to find similarities and differences, the experiences that we can use for reference as well, and draw the conclusions that school choice is in reason, that it incarnates equity in education, that it makes us to revew the relationship between education, government and market. Finally, according to China's reality, the author suggest that the action of school choice in China be allowed and supported, that elementary and secondary education be developed evenly and the private education be developed energetically.
