Thir paper analyses the history, actuality and development or the moral education in a American high school and elementary schoolmobserving the experience and reforms in terms of object, content, method and evaluation.The methods of research in this paper are literature method, comparative method, investigative method and analytical method. Ichoose the documents in due form or the instruction of the morl plans from American Education Deparment, from which files are all very important references of my paper.I have observed the evolvement of the moral education in American high school and elementary school. On the base of above researches, I analyzed the history and actuality of the moral education in American high school and elementary school, and putting out the problems existed in our Chinese high school and elementary school's moral education. Through studying the available experience of America, Ibrought forward the measures that would improve the moral education in our Chinese high school and elementary school combining with the situation of China. We should confirm the new patterns of moral reforms in our high school and elementary school towards the 21st century.
