A Study On The Strategic Management In Institution Of Higher Education

Realizing the scientific development of higher education institution should be supported with scientific management. The first-class universities and colleges must have first-class management. The internationalization, modernization, popularization of higher education makes China face unprecedented developmental opportunity and challenge. If institutions of higher education want to adapt to environmental transformation, and realize the organic integration of continuing and great-leap-forward development on the basis of respecting higher education rules, they have to implement strategic management actively and effectively. As academic research institutions, and educational & cultural organizations, higher education institutions are particular in management, and often limited by various factors; this requires institution of higher education to fully consider effective conditions when implementing strategic management. The idea of Based-on-school, effective training of school administrator, system of modern higher education institutions, research in universities and colleges should be regarded as the four valid conditions in the implementation of strategic management of institution of higher education (SMIHE).SMIHE is a kind of comprehensive management, which can be divided into three parts connected with each other — strategy plan and selection, strategy implementation, and strategy control. The strategy plan and selection is the primary part of SMIHE; it includes strengthening the talented person construction, deepening the education reform, building the brand of university or college, promoting the education innovation, adjusting to university's developmental structure, etc. The strategy implementation is the crux of SMIHE, which has three steps of setting up institutional framework matched with the strategy of university or college, rationally disposing university's resources, cultivating and supporting university's organizational culture. The strategy control is another key part of SMIHE; it is not only the inspection, summary and feedback of university's whole strategic course, preventing problems before they occur and guaranteeing SMIHE reaches its predetermined target, but also a means of promoting university's future management more effectively.
