the development problem of the village perplex present process of modernization of China which founded on farming, become an obstruction from "Middle-class family society" to push forward "Greatly and together society". The present urban- rural relationship make we must think over and over our "modernization" and try to determine where the crux of the problem lies in, so that reviewing and reconstruction is necessary, in order not to make circumstances of the agriculture become even worse, which influencing the development of the whole society thus, and for promoting the development of the agriculture with more "modernity", making village community enter to the Modern row of the civilization, all the obstruction on the policy and systematic factors restricting village community become the problem that our nation present has to face.On the basis of analyzing the development history of c Chinese urban-rural relationship since the foundation of new china, this paper analyzed the developing characteristics of China urban- rural relationship. Around the relativity regulation of urban- rural relationship and management system, This text analyzed the reason and influence of the urban- rural separate management system in china, and evaluated practical result objectively on dualistic urban-rural system. According the requirement and condition of merge governing system, re-examined and explored deeply the various weakness and reason of merge governing system in current existent model.
