The twenty-first century is a new one which integrates informatizaition of science, digital technology, econnmic integration, culture and political pluralism. On the international arena, the competition in the twenty-first century is that of comprehensive national power in which education is situated basically. Education, especially the higer education faces competition. It should be clear that the principal part in the educational activity is the teacher. The greatest challenge which confronts education is teachers'quality rather than technologies or resources. The key point of improving teahers'quality is to arouse the enthusiasm of teachers. Therefore, universities and colleges should build up and form the effective mechanism.Many scholars have already done the research on the incentive mechanism, but they expatiate on it in the field of enterprise, such as, wages and encouragement. This thesis makes a comparatively distinct explanation on Incentive Theory. It researches into the differences between the incentive of university and college faculty and the incentive of enterprise, and then systematically studies and expounds the effective incentive measure of university and college faculty.
