Teacher evaluation is the keystone and the difficulty in the field of education. We have evaluated the teachers' work by students' learning results or the rate of entering a higher school ever since, which violates the original intention of quality education. For acclimating the request of the quality education, the author discussed the structure of teachers' work performance by quantitative and qualitative means, and analyzed the constitutes of dimensionality. The author put forward the hypothesis of teachers' work performance by qualitative analysis, then validated the hypothesis by demonstration research. In the qualitative analysis, the author raised the theoretic hypothesis of teachers' work performance by observation, investigation, interview, qualitative analysis of the results, the existing sum-up, then organized the questionnaire. In the quantitative analysis, the author analyzed the dates by factor analysis, analysis of variance and cluster analysis, and validated the hypothesis put forward above, then guided the evaluation needed by quality education. This research embodied applied value of the performance structure in quality education by discriminant analysis. At last, the author told that the performance structure in this research was just the form of evaluation for the quality education, and it really did good to the quality education.The research includes five parts. In the first part, the author put forward the research of teachers' work performance by qualitative analysis in the background of quality education because of lots of many questions in the face of teacher evaluation. In the second part, the author introduced the thought of research, the methods, the process and the organization and test of questionnaire. The process of investigation and analysis was recounted in the third part. The author made the conclusion and validated the theoretic hypothesis put forward above in the fourth part. At last, the author discussed the practical meaning for the implementation of quality education.
