The keyto vitalize a nation is education, and the keyto vitalize educationis the teacher. Since the society places great hopes on education, it demandshigher literacy for teachers. As the basic education's executants, theinformation literacy (IL) level of teachers in primary and secondary schoolswill affect the development of education. In order to realize the nationalstrategy of basic educational Informationalization, it is crucial to develop theIL of teachers in primary and secondary schools. As a foundational studyaccordingly, researching and designing the comprehensive, reasonable andscientificILassessmentstandardforteachersinprimaryandsecondaryschoolsisofhighlypracticalsignificanceinthewholeprocess.The author has well studied the concepts and assessment standards of ILhome and abroad, researched lots of basic theories, such as developmentalteachers'evaluation theory, teacher professional development theory andinformation literacy theory, then analyzed the IL and teachers'professionalcharacteristics in primary and secondary schools. Based on this, the conceptand meaning of teachers'IL in primary and secondary schools have beendefined. Then through the meaning of teachers'IL in primary and secondaryschools, the author constructs theindex system and assessment standard of ILforteachersinprimaryandsecondaryschools.Thisthesisfallsintofiveparts.The first part explains the background and the status quo that the subjectraises. Combined with the author's work experiences for years, it analyzes theIL requirement for teachers in the information era and puts forward thequestion in this thesis. It analyzes the ILthrough the definitions of IL made bythescholarsathomeandabroadindifferentperiodsoftime.ItintroducesmanyIL assessment standards. And the author elaborates Information LiteracyCompetency Standards for Higher Education, which published by theAmerican Association for Higher Education and the Council of IndependentCollege. The research places the emphasis on Educational TechnologyCompetency Standard for Teachers in Primary and Secondary Schools. It alsoanalyzes and compares the IL for teachers with the education technologycompetency. The author believes that the IL assessment standard for teachersin primary and secondary schools should be established according to themeaningofteachers'ILandEducationalTechnologyCompetencyStandardforTeachersinPrimaryandSecondarySchools.
