With the in-depth implementation of the strategy of talent power,the importance of talent to economic and social development has been widely recognized,and the number of talents introduced and nurtured has risen sharply.The region is the main position of economic transformation and innovation and development.By examining the development policies of local governments,it can be seen that there are clear types and characteristics of talent demands.The high level entrepreneurial talent is closely related to the economic development,and has become the focus of local government's attention and introduction.With the development of talent introduction,it is urgent to study talent performance evaluation,efficiency management and promotion.It is of great theoretical significance and practical value to carry out the research on the performance evaluation and management of high level talents,which meets the needs of practice.It is an important way for local talent departments to transform functions and deepen services,and is also a key link to promote talents' strong strategy in the new situation and highlight talents' "use based".This paper,starting with the theory and methods of performance evaluation of government public projects and scientific and technological projects,examines the applicability of the project to the talent project.Through the analysis of the current situation of high level talent performance evaluation in the region,it is concluded that the outstanding problem in the current assessment is the lack of a full-cycle talent performance evaluation system.Taking account of the development characteristics of high-level talent projects,the study comprehensively applies human resource management theory,project performance evaluation theory and government performance management theory.Then from the two dimensions of the process and results,the application of analytic hierarchy process(AHP)is used to divide the performance evaluation system of regional high-level talents in three stages.The evaluation system includes three stages:pre-assessment,mid-term monitoring,and performance evaluation.It is divided into five categories:screening indicators,technical indicators,growth indicators,compliance indicators,and performance indicators.Then it is applied to the case study in Qixia district.Through historical analysis,empirical research,logical deduction and induction analysis,the applicability test of entrepreneurial performance evaluation system is carried out,and the existing problems and reasons are analyzed.Through the research,this paper finds that there are common problems in the entrepreneurial development of high-level talents in the region,such as inconsistent levels of entrepreneurial progress,unbalanced entrepreneurial quality,insufficiently high industrial relevance,and incomplete entrepreneurial services.Exploring its underlying causes includes the lack of entrepreneurial spirit of high-level talents,lack of regional public service coordination capabilities,weak concentration of regional innovation and entrepreneurship,and inadequate socialized professional services to improve performance.According to the outstanding issues reflected in the performance evaluation,it is proposed that four aspects should be promoted from strengthening the fostering of entrepreneurial spirit of high-level talents,improving the establishment of a collaborative and efficient public service system,creating a regional entrepreneurial and innovative eco-environment,and accelerating the construction of a socialized market-oriented service system.
