Not only to greatly develop higher education to achieve the institutional pluralism and to vigorously develop private higher education in China is the important ways to integrate our higher education with the world, generally turning to be internationalized, but also is an inevitable choice for sustainable development of higher education. One of the three major crises of higher education is funding issues (the other two are quality issues and moral issues), which is a bottleneck to restrict the healthy development of shared hold universities in our country. Separated only by a strip of sea, China and Japan have the similar backgrounds and traditions in culture and education. Some features of Japanese private universities have typical significance. Drawing on the advanced experience on private universities in Japan, especially on the aspect of function, the private colleges and universities in our country can get some important and valuable lessons.At first this paper proposes the necessity of developing private university in a more cost-effective manner by analyzing the tense funds for higher education in our country. Then the paper introduces the development of private universities in Japan. According to the research on the operation of private universities in Japan, the author analyzes the characteristics of financial operation of private universities. Based on the analysis, according to the problems of real conditions and financial operation of shared hold universities in our country, in view of the practice of financial operation of private universities in Japan, the author puts forward some proposals as follows: 1, the private colleges and universities needs policy preferences, as well as the appropriately funds; 2, to enhance the financing channels and public participation; 3, sound legal system, to run the private colleges and universities in the legal system.
