China is a country which is uneven development in politics, economy and social culture. As a big country of the agricultural population, the problem of the rural, the peasant and the agriculture is one of the most important things in the development of our society. Education of the rural is the strategic focal point and difficulty of Chinese education. However the administrative system of the rural compulsory education is the key in the rural reform. It is the necessity to set up a administrative system of the rural compulsory education which is adapted to the rural economy and education. Since the system of "playing a leading role by the county" in the rural compulsory education was publicized, the development of the rural education made great progress, however during its operation; there are many problems that are not integrated in property right, affair right and human management. Those problems bring many obstructions to the successful operation of this system. Our academic circle's studies are quite weak, and there are few articles and writings an studying the system "playing a leading role by the county" especially from the angle of connection of history and reality to investigate.This dissertation combining history and reality study and theory analysis, through all-round literature study and setting Nanle county of Henan province as an example, clearing up the course of the development of the administrative system of compulsory education summarizes the experiences and lessons of it.
