Students' evaluation of teachers is an important part of the evaluation of teachers and one of the effective measures answering to the challenge brought by the foundational education and the instruction specialization. It was arisen in some colleges in our country in the early 1980th and was an important part of the evaluation of the college teachers and an important measure of instructional administration, which was regarded as important gradually. But there are still problems in it. In such a situation, I reconstructed the students' evaluation system of the scientific teachers in normal university renewedly.In this paper, using the research method of literature research , questionnaire , mathematical statistics and interviewing, I made deep research of the meaning and function of students' evaluation of teachers, the characters of the modern college students , the characters of the collegial instruction, the characters of the scientific subjects, the characters of the normal university and the dimensionality of the college teachers. In the foundation, I analysed the existing problems in the students' evaluation system. And I made a questionnaire to 164 teachers and 562 students in 9 normal universities including east China normal university. From the research, I found that teachers' and students' opinions were following: First, students' evaluation of teachers embodied the main place of the students, and could match the needs of the development of the educational reform, so it should be advocated and popularized actively. Second, there were still many problems in the present establishment of the students' evaluation of teachers, so it should be constructed again after making deep research. Third, the students' evaluation remained in the formalization, and there were problems in the feedback part. Fourth, the first-level items should be embodied in the item system were the morality of teaching, the means of teaching, the effect of teaching, the attitude of teaching, the relationship between students and teachers. The second-level items were: to be passionate in teaching and to be equal to students in the part of attitude of teaching, to be equal and democratic atmosphere and the attitude when teachers asked and answered questions in the part of the relationship between teachers and students, to attach importance to the students' main body status in the process of evaluation and diversification of the content of the evaluation, to attach importance to the students' participation, to encourage students to cooperate and to use diversified methods of teaching, to encourage students to improve the experiment methods and to innovate the design of the experiment and organizing the experiment methodic and to prepare well in the part of experiment teaching. The item system of the students' evaluation of teachers was established under the foundation of the theoretical research, questionnaire and interview, concluding 6 first-level items and 24 second-level items. I divided the standards into four levels: to be agree with it very much, to be agree with it, not to be agree with it and not to be agree with it awfully, with the marks of 4,3,2,1 separately. The weight of the items was set using the method of Delphi. And the validity and scientificity was validated by checking the validness and effectiveness of the form, finding that it had good reliability and effectiveness.
