| Teaching is the main task in universities. The management of teaching quality must be strengthened in order to effectively train person with ability, while it is indispensable to teaching quality evaluation in process of teaching quality management. Teaching quality evaluation index system has been mainly researched in the paper, in order to provide a more scientific and reasonable teaching quality evaluation system for universities.The author analyzed and defined some important concepts correlating with teaching quality and teaching quality evaluation. The teaching quality was defined as increment in knowledge, ability, values, and as the degree to meet the customer and relative party's demand. It is a result of synthesizing function of whole teaching system of the university. At the same time, the author pointed out that teaching quality is composing of process quality, outcome quality, and conditional quality. Among them, the conditional quality is the basic of teaching quality; process quality is that teachers effectively instruct student with knowledge, while the outcome quality of teaching process is named as outcome quality of teaching.The author has visited seven universities in Beijing and Shanghai and got their teaching quality system. Also the author has got the information about how those universities' feedback after evaluation. The author advanced the teaching quality evaluation questionnaire of teachers and college on the basis of reference to information and opening-end questionnaire. Then the questionnaires of teaching quality evaluation have been used to evaluate the teacher's teaching quality in eight classes of a university, in which 188 pieces of questionnaires are collected. The questionnaires of integrating teaching quality evaluation have been used to evaluate college's teaching quality of three colleges in a university, in which 222 pieces ofeffective questionnaires were collected.This paper is researching on how to evaluating teaching quality. The related conclusions are as follows:Have defined five attributes of the whole college teaching quality through factor analysis, the five attributes are the environment of teaching and studying, the management of teaching information, curriculum design and target, empathy, andteaching practice.Building the teaching quality evaluation index system, including teaching quality evaluation index system of teachers that is composed of seven dimensions and 31 indexes and teaching quality evaluation index system of college is composed of five dimensions and 26 indexes.Beta value, gained by multi-dimension regression analysis in SPSS 11.0 for Windows, can judge the influential degree between the dimension of teacher teaching quality and the teaching quality attribute of the whole college and the quality evaluation of entirely teaching system.This paper constructs the Teaching Quality Index (TQI) of whole college teaching quality according to service quality index. The administer of university and college can monitor the situation of change of teaching quality by. TQI. Applying "radar -diagram can diagnosis the strengths and Weaknesses of college or university teaching-quality, and adopting the measure to improve these weaknesses. The teaching quality management system was constructed on the basis of ISO9000:2000 quality management system. This system includes the top manager process, product realization, and product supporting process.The stability of the teaching quality management system is temporary, and is changing at any moment with the demand of customer and relevant. It presents dynamic.
