Students' evaluation of teachers is an important component of teaching evaluation, which is an effective means to reform college teaching, construct college students' style of study and improve teaching quality. From the modern teaching evaluation, the finally end of students' evaluation is to make teachers realize superiorities and weaknesses of teaching and amend courses and teaching to improve teaching quality from the feedback information.So far, most colleges' current systems of students' evaluation of teachers have focused on the reward and punishment of results and have ignored the process and development. The satisfaction to the system of the teachers and students is very low. The index of Students' evaluation of teachers is too same not to express the different characters of different colleges which have different teachers and students. The feedback system isn't integrated. In the view of the insufficiency of students' evaluation of teachers, after inheriting, analyzing and developing other scholars' principles about teacher evaluation, evaluation systems and evaluation methods, the paper makes some creative research in analyzing characteristic evaluation, the development of teaching, evaluation means, evaluation index system, comprehensive evaluation system and construct the index of students' evaluation of teachers by reading literature, questionnaires research and data analysis based on the students' evaluation of teachers of capital normal university. All in all, main achievements have been gained as follows:1, Based on theoretical study of students' evaluation of teachers, evaluation process, and evaluation results, the paper explored the compound evaluation which is the combination of process-oriented and results-oriented on the students' evaluation of teachers in order to promote the professional development of teachers.2,Based on the students' evaluation of teachers of capital normal university, the study has worked out practical system of index of students' evaluation of teachers. The results show that the reliability of the new system of index of students' evaluation of teachers is 0.9264, the Test-retest reliability is 0.825, which all reaches a significant level; Confirmatory factor analysis shows the new system have good fitting; The new system in line with the principle of independence, and the correlation is below 0.600.3,The study has constructed the developing system of students' evaluation of teachers on the web using Java,JSP, SQL Server, and Struts Framework which is a popular technology. Teachers can build questionnaires of students' evaluation of teachers on time on the web to make the students' evaluation of teachers dynamic. Test shows the system have a good operational nature.
