Higher education that Includes graduates school evaluation work, at stage of exploring also, is a new developing field in our country. Very limited in quantity about the achievements graduate school evaluation. Lots of disputes are against these achievements. The assessment index system on the bases of the function of graduate school can reflect the true appearance of graduate education of our country in an all-round way, and also have important reference meanings to build and manage graduate school, to raise the academic degree and graduate education quality. According to 1995 duty stipulating and requirement of graduate school explained in the " graduate school set up temporary provisions " that the State Education Commission issue, thinking about the development needing of society /politics/economic /cultural, and the development trend of domestic and international graduate education, and graduate school as the management organization's own characteristic, the basic function of the graduate school can be summarized as three respects: Graduate student train, discipline construction and graduate education manage. So, the first class index of assessing the index system of the graduate school is determined as: graduate student trains, discipline construction, graduate education management, social reputation and characteristic. Under the special system of graduate school of our country, for three different developing stage of graduate school, the graduate school can be divided into: formal graduate school, run the graduate school as an experiment, planned to run as an experiment.
