The courses of teacher education are characteristic, which can show the feature of teacher educational institutions. But the effect of the courses is difficult to obtain a higher assessment, for students are unwilling to learning them and teachers are unwilling to teaching them. These vocational courses and compulsory courses become furnishing courses and forbidden courses. The author believes, though there are many factors affecting the effect of the courses, the teachers who engaged in teaching these courses are the crucial factor. Based on this logic thought, the author has made some empirical investigation, choosing part of the teachers from some Jiangxi undergraduate teacher education institutions as the subject, analyzed the problems and pointed out the strategies on how to construct the teachers.This author thinks the main problems existing in the teacher team are as follows :their education, job title, age, and geological structure are far from the aim of Ministry of Education in 2005, utilitarian overtones are dense and cooperation is lack in the researches, the young teachers have no strong responsibility to use their right of evaluation correctly, academic ethics appears to have occurred; they have scarce teaching enthusiasm and teaching effectiveness evaluation is low, continuing education form is single and its effectiveness is pale; the teachers the teaching ,researching, continue education are all far from basic education and bear normal function difficultly. The main factors that cause those problems in the construction of teacher team are: teachers' value is absent from their duties, disciplinary status is vague and teachers administration barriers are between different departments, institution management and evaluation mechanisms are insufficient to enable teachers to attend research but ignore teaching. Teachers' constructing should expel upstart psychology and strength punishment academic dishonorable behaviors, improve teaching consciousness in accordance with the law. The right of continuing education should be implemented and its course management should be enhanced. The management system innovation is very important. The administration and supervision authorities of the organization must upgrade teacher's management idea in order to promote teachers' developing independently. The post system of appointment should be implemented flexibily. Teachers should be combined between teacher educational institutions and strengthen resource-sharing. The organization must set up long-efficiency incentive mechanism in order to realize the mission of teachers' team of educational course.
