In 2003, the Chinese government laid out the strategy of training innovative talents. The quality and level of postgraduate education reflect a country or region's overall level of science and technology, as well as economic and social development. To improve the quality of postgraduate education, the Ministry of Education started the "post-graduate education innovation project" in the same year.The inadequacy in postgraduate innovative ability is due to various factors. Some of the most important ones include: 1) Traditional teaching method that makes students passively accept knowledge. That is, the current education model focuses on imparting knowledge instead of stimulating independent thinking. 2) The obsolescent materials taught curb students'intent of independent study and innovation. 3) Students are trained to fit the unscientific test and evaluation system. 4) Students lack enthusiasm for innovation and are unable to find new phenomena or drawbacks of existing methods. Although strong in memory and replication, the ability to discover and solve new problems is weaker. 5) Lack the skill of critical thinking. 6) Sense of self-protection prevents the students from expressing themselves and distinguishing themselves from their peers.Weakness in postgraduate students'innovative ability has led to phenomena that can be summarized by "four simples": First, simple transplantation or application of others'methods; Second, simple discussion of symptoms without in-depth study of the intrinsic causes; Third, simple extension or further confirmation of others'work; Fourth, simple reasoning, using experiments to confirm the known conclusions. In this thesis, I compared history and current situations of postgraduate education in developed and developing countries. I then supported my points through a survey that was conducted by Chongqing University that related postgraduate innovation capacities to various factors. In this study, I also tried to point out the possible policies for future improvement in postgraduate students'innovative ability building.By studying the work that Chongqing University has done in its postgraduate education, I illustrated the innovation capacity building system and its link to the theoretical analysis. I also demonstrated the process from theoretical exploration to practice.
