The first 20 years of this century is the period of important strategic opportunities in the development of education, science and technology of our country. The strategic planning made by our country that strengthens independent innovation ability and ranks among innovative nations has brought the unprecedented opportunity for the development of postgraduate education (PE). The function of the colleges and universities runs through every link of the construction of national innovation system and has become the core of knowledge innovation system and important executive subjects. Therefore, we should take a serious attitude toward the research of innovation system of PE.The innovation essence of PE determines the main approach to implementing postgraduate education innovation (PEI) is via the postgraduate innovation education (PIE), which is the soul of the quality. We should take advantage of the derivation function and strong radiation nature of PE and make a thorough reformation. In 2003, our country launched an innovation plan for PE and then listed it in The Action Plan of Education Rejuvenation from 2003 to 2007, which contributes much to the conducive exploration in the construction of the postgraduate innovation system.The innovation system of postgraduate education (ISPE) refers to the network consisting of various principle elements (institutions and organizations executing the innovation) and accidental ones (material conditions the innovation needs) related to it and the regulations and policies that harmonize all elements, in the specific area of and colleges universities under the special social, economic and cultural ground. To construct postgraduate education innovation system, based on market mechanism, needs points of view of longterm and evolution, avoiding convergence and highlighting individuality, according to open, cooperative and diversified principles.The operation of ISPE is a complicated course, among which interweave many kinds of motive force. The production of innovation behavior is the result of both internal and external motive force acting together. On the basis of the analysis of the macroscopic environment impact as well as problems existing in the ISPE, we should choose effective key elements and attach our attention to the interactive mechanism between each of them. At the same time various measures must be taken on the level of the nation, in the respect of training institutions and the personal development of postgraduates to construct ISPE.This thesis applies systematic approaches to conduct research on the construction of ISPE. Actually, the course of construction of innovation system is the one of interaction among systematic key elements. By this approach we will be able to exercise comprehensive and interrelated thought to guide the construction of ISPE in our country. In addition, research approaches of literature survey, investigation, induction and comparative analysis have also been used.
