The Report of the 16th Party Congress proposes to comprehensively promote quality education, create hundreds of thousands of high-quality laborers, tens of millions of specialized personnel and a large number of top-level creative professionals. In 2003, the Central Committee and the State Council made this strategy and the Ministry of Education started the "post-graduate education innovation projects." Aiming at the national innovation system, training of a large number of high-level creative talent is the mission entrusted to us of the era of knowledge economy .Graduate education's nature is post-undergraduate education in the training of high-level expertise of academic education, it is the highest stage. Therefore, the post-graduate courses have advanced, research, professional ,sophisticated and dynamic characteristics. Curriculum system is at the core in the postgraduate training program, while program and relative aspects exist between interaction and mutual checks. Postgraduate courses plays an important role in creative talents culture, so,strengthening the curriculum is not just our model of postgraduate training requirements , but a make-up for lack of innovation practice , it is a common trend in overseas graduate education as well.Cultivating of creative talents is graduate education its own characteristics requirements, as well as construction of national innovation system needs. Too narrow segmentation of programs while corresponding adjustment and reform lag,narrow basic theory, lack of interdisciplinary and advanced knowledge, these all embody the insufficiency in innovation basic knowledge;Meanwhile,weakness in innovation ability,lack of innovation consciousness and spirit,are current main problems.Based on five universities postgraduate program situation survey analysis, I firstly summed up it's achievements, then I highlighted the existing inadequate: comparing with the clear and specific evaluation provisions of the quality of graduate theses in "the Degree Provisions ", postgraduate course teaching lacks of evaluation, thus, leading to over-emphasizing on thesis, almost neglecting courses learning; Master candidate curriculum learning "undergraduatize" seriously, did not reflect its own characteristics; Individualized learning is of not paying enough attention, not conducive to innovative spirit and ability culture. Postgraduate program should be achieved changes through trasformingits guiding ideology from "knowledge-based" to "all-round quality-oriented", from "centers" to "comprehensive", and from "scientism" to "people-oriented". Finally, I proposed strengthening innovation basis, creativity and innovation consciousness and innovative environmental programs, improve curriculum implementation and evaluation method, Optimal integration curriculum leaning and thesis research, and other aspects to construct program which is helpful for cultivating innovative talents.
