The Research On The Construction Of Scientific Management Of Information System In University

The management of scientific research should be developed, reformed and innovated with times. We must realize that management is a scientific power which produces efficiency. A good management can ensure a reasonable distribution and use of internal resources, well-coordinated relationships in the process of scientific research and maximally deploy the researchers'enthusiasm and innovation, which ensures a bigger scientific fruit and more economic profit with less investment and thus we can push forward scientific work overall.In the age of information technology, it has become a tendency among universities to use mature computer technology to improve research management, to simplify the procedure, and to provide reliable reference for policy-makers, which guarantees the development of scientific research. At present many higher educational institutions are confronted with the backward management which cannot meet the teaching staff's requirement of current, effective and accurate information. Scientific research management largely depends on traditional human work. In this way, it not only becomes difficult to gather and arrange scientific research information, but also aggravates the management burden, reduces the chance of communication between researchers, and makes it impossible to reasonably distribute and use available research resources.Therefore, this paper, through analysis of the present management situation and mature information technology, intends to construct the information system of scientific research management to tackle the present problems. The illustration is divided into five parts. Firstly, the characteristics of scientific research management depicts the contents, characteristics and present challenges of research management. Secondly, the review of information system about the research management in higher educational institutions analyses the advantages, target users, the applied field of the management system and solutions on the whole. Thirdly, the analysis and design of the system analyses users'requirements, goal of development, users'factors, functions of the system and modular design. Fourthly, the technological layout analyses the required software technology from the following aspects: technological goal, construction mode and technological framework. Fifthly, Security, Compatibility and working environment is talked about. analyses the security of system, date exchanging, the hardware and software required of the system.
