Education is the foundation for generation to come. Nowadays, we should center on rural education, which is one of the most important parts of our teaching course when we carry out quality education in primary and middle school in the countryside to promote harmonious development of urban and rural education and build a harmonious society. Rural education has changed a lot since reform and open policy was carried out, but the whole weak state hasn't been reversed thoroughly. What's worse, the difference between urban and rural education tends to extend. Therefore, accelerating the development of rural teaching course is a strategic requirement to build a harmonious society and promote harmonious development of urban and rural education. Teachers are the most teaching resource. The key to developing rural education is as follows: first, strengthen the quality of teachers in the countryside and shorten the gap between urban and rural education. Second, build a team of qualified and enough teachers who have rational structure and can devote themselves to the countryside.This essay mainly researches into the teachers in primary and middle school in the countryside of Xiangfan, Hubei and refers to other relevant materials to analyze the key problems of teachers' quality. The teaching concept is out of date; the structure of academic credentials is not rational and inflated; intellectual structure is old and integrated skills are not enough; the teachers are weak in scientific research and can't make good use of modern teaching techniques; the teachers are overstaffed and subjects are understaffed; the teachers have no idea of advancing and sense of pride of teaching career; teachers of rural primary school are aging, etc. the main reason is that the establishment of rural teachers is too tight and the salary is too low; the depletion of members is large but can't be replaced; teaching and training of teachers are short of funds; the system of evaluating, assessing, encouraging and managing isn't sound. To solve these problems, this essay puts forward some solutions. We should train teachers more, improve the quality of teachers of primary and middle school in the countryside and deepen the reform of training and evaluating system. Besides, we can reform the system of personnel management in primary and middle school to form a normal procedure and system for teachers to exchange reasonably, adjust teaching resources scientifically and strengthen the construction of professional ethics of teaching.
