In the past we stressed the teacher's ethics construction, usually embarking from the ideology and the belief stratification plane, have neglected mechanical characteristics of the teacher's ethics in the standard stratification; We often over mphasizes the self -discipline of morality, but neglecting moral heteronomy. The facts proved that, the teacher's ethics construction as well as the good teacher's ethics atmosphere formation, cannot only pause in the pure rigid theorizing with the influence stratification in, if does not have the good system pattern standard and the realistic strength impetus, persuading and influences possibly to become a mere formality or the empty talk, displays its effective spiritual strength with difficulty. At present, the reason that creates the teacher's ethics to deviate from the norm doubt is various, but noticeably it is just of teacher related system itself that has given rise to the problem, some even caused teacher's universal suspicion or uncertainty. The teacher's ethics construction can't localize the teachers themselves, but must seek the outlet outside the teacher's ethics. The teacher's ethics construction depends on the powerful support of a fair, just social system, In addition, the system morality of an environment affects the individual morals production to a great extent. The school is a relatively independent small society, and the school system morality has the profound influence on fostering teacher's morals. Therefore it is important to discuss the fairness of school system as well as its influence on the teacher's ethics.This article stresses in effective ways to strengthen the teacher's ethics construction from the aspect of the system ethics construction. This research does not pursue the theoretically foundation, but to examine the institutional factors and the questions which hinder teacher's moral growth in the school life, its practical significance lies in causing school authority's reconsidering, paying attention to relatedness which the school system morality and the teacher's moral growth, to enhance the effectiveness of the teacher's ethics construction truly.This article is divided into three parts.
