Appropriate flow of middle school teachers can optimize the allocation of human resources of education and make full use of the value of the personnel. As a result, the efficiency of the allocation will be enhanced and the whole cause of education will function more efficiently and develop more healthily. The research methods of this paper include citing reference documents, investigation, comparative analyses and constructing mathematical model. The paper explores the underlying reasons of the flow of the middle school teachers through the case study, and reveals how the relevant elements influence the flow of the middle school teachers. Finally the paper proposes the measures that can promote the proper and ordered flow of the middle school teachers.The analysis of the flow of middle school teachers is based on the assumption that teachers are knowledgeable persons and the theory of human capital. The human capital of middle school teachers have the following features: the human capital specificity and the self-stimulation, the constant change of the investors, the progressive increase and externality of the income, indirectness and uncertainty of the measurement of the use value, the increment and motility in the realization of the value and so on. As knowledgeable persons, the middle school teachers have the following characteristics: self-regarded, profit-oriented, good for the public and rational expectation etc.For the sake of accurate analyses from the aspect of economics, the author carried out the field survey in Xiangtan and Shaoyang City of Hunan Province. The studies on the small samples and the reference documents show that the flow of middle school teachers has many features as follows. The flow of middle school teachers is more frequent in the developed regions. Among those teachers, the number of male teachers is similar to that of female ones. Most of them are young persons who are well educated and have high professional titles. A large part of these teachers teach Chinese, math, foreign languages and physics etc. They usually flow among different schools or pursue further study.
