In recent years,total human capital of China has continued to grow and drive innovation,but at the national,regional,and industrial levels,there is also a "Solo paradox" of increasing human capital input and decreasing total factor productivity.The accumulation of the total amount of factors cannot bring about the improvement of innovation efficiency.In this regard,the traditional human capital theory pays more attention to the static analysis of the total amount,that is,by decomposing the human capital structure(taking the education level and the title level as the dimension),measuring the relationship between different types of human capital input and innovation output.But all of the researches rarely consider the interrelationship of human capital within the structure.In this process,information technology is only regarded as a tool for talent control,but ignoring its deep impact on human capital structure and the resulting innovation efficiency.Therefore,this paper introduces the theory of flow space,with the help of its dynamic description of the formation and operation mechanism of the new spatial structure in the information age,establishes a theoretical analysis framework of human capital structure under the impact of information technology,and studies the mechanism of human capital promoting innovation from the perspective of multi-agent interaction in human capital structure..Relying on the flow space theory and economics cost theory,it can be seen that the cost changes(aggregation cost,division cost,collaboration cost,knowledge spillover cost)caused by the progress of information technology trigger the change of human capital structure,which is embodied in the aggregation,transmission,restriction and development levels of human capital.The development of four dynamic relationship levels subsequently affects innovation.At the agglomeration level,the big data captured by Java language shows that human capital(scientific research talents)who are directly involved in innovation are collectively gathered in the space constructed by information technology,forming a learning and communication type,a task collaboration type,a task release type,and a national participation type,associated feedback type of flow space organizations,more flexibly participate in innovation;at the conduction level,the analysis of the fixed effect model and the stochastic frontier model shows that the above agglomeration relationship and the realization of innovation results are not based solely on the group of scientific research talents.The reason for this is that the accumulation of scientific research talents depends on other human capital,such as human capital of information technology services,transportation,financial,and entrepreneurs.Talents in these industries can serve as nodes that transmit innovation value,and the lack of any human capital node will restrict the overall innovation efficiency;on the level of constraints,use Hansen threshold model can further find that in addition to the relationship between these human capitals,there is also a deeper internal constraint relationship,that is,the human capital of the information technology service industry has a greater impact on scientific research,transportation,financial human capital,and entrepreneurs.There is a restriction effect on human capital,and only when a certain threshold(lninf>9.105)is reached can the innovation efficiency of the overall human capital be exerted;on the development level,the theoretical description and example analysis show that the full development of the above three levels of agglomeration,transmission,and constraint will eventually promote a new development relationship between scientific research talents and other talents through interaction,that is,continuous blurring of professional innovators and non-professional innovators,producers and consumers,consumers and investors in innovation activities The boundary between them attracts a wider range of public human capital to participate in scientific research talents until the realization of national innovation.To sum up,there are four points in the conclusion of this article: First,the flow space organization of human capital aggregation shows the remarkable characteristics of selfmanagement and self-construction model formation,instant delay function enhancement,online and offline simultaneous development in reality.However,to better improve the innovation efficiency of these organizations,it is necessary to shift from "island" construction thinking to active connection,from task service to spatial scene construction,and from parallel development of virtual reality to promotion of integrated development.Second,there is a significant positive correlation between innovation in scientific research,information technology services,financial human capital,and entrepreneurs,and various types of human capital are indispensable.Among them,human capital in the field of scientific research and information technology service industry has a positive role in promoting knowledge innovation and technological innovation,and the latter has a greater role in promoting technological innovation and technology transactions than its role in knowledge innovation.Further efficiency analysis shows that human capital in the scientific research field,commercial and rental service industry,and entrepreneurs are efficient in China's current innovation,while human capital in other industries shows inefficiency or inefficiency among regions,which restricts the improvement of overall innovation efficiency.In order to better deliver innovative value,it is necessary to maintain the completeness of human capital nodes and optimize my country's current human capital structure.Third,the human capital of information technology service industry has a threshold restriction effect on human capital of scientific research,information technology service industry,financial industry and entrepreneurs,which can restrict the play of innovation efficiency.The empirical results of the sub-regions show that the introduction and cultivation of information human capital in the central and western regions has a particularly significant role in promoting innovation,especially in the three provinces of Tibet,Qinghai and Ningxia.After reaching the information human capital threshold,regional innovation efficiency will be significant Promote.Fourth,the full realization of the above conditions will eventually promote the development of innovation,that is,attract more public human capital to participate in innovation.However,this kind of development should also be based on the construction of an innovative platform with specific functions such as crowdfunding and crowdfunding,relying on the advantages of existing platforms to build a complete ecosystem of crowdfunding,establishing cross-platform integration with systems and standards,and introducing innovation culture and market incentives as prerequisites.The main innovations of this article are as follows: First,introduce the flow space theory in innovation,with the help of its special perspective to describe the spatial structure and operating mechanism,analyzes the changes in human capital in the "industrial age-information age" structure,with a strong emphasis on the dynamic relationship of human capital within the structure The relationship is embodied in four levels: agglomeration,transmission,constraint,and development;second,the cost analysis is included in the theoretical framework of the flow space,and it is used to explain the causes of flow space and the changes it brings to human capital structure and innovation,from four dimensions of agglomeration cost,division of labor cost,collaboration cost,and knowledge spillover cost.;third,use big data capture technology to analyze and verify the morphological characteristics and agglomeration tendencies of the flow space,use heterogeneous random frontier models and threshold models to measure the internal relationship between human capital,and use theoretical explanation combining with real cases to analyze the expansion trend of human capital boundary.In the selection of innovation dependent variables,in addition to the common published paper indicators,the number of patents and technology market turnover are also used to reflect the actual ability of innovation to drive economic and social development.
