As the driver of economics, the education is to be more focused over before, especially in primary education. As the new due government putting out new policy on the primary once again, the policy of primary education has been the new hot point of the research of the education policy, and indicate some new intention of the policy of primary education. Through review the history of the variance on the policy of the primary education and analysis of the path on the primary education policy variance, we can hold the intendance of primary education policy, and we can offer the support to the development of the education police, and establish the bases of human resource to the development of the economics.Policy is a part of the politics, so it is possible to study it by politics science. Because the politics is based on the economics, so the theory of the economics can deeply study on it. This study has concluded the character of the path on the variance of the policy of the primary education in china after new china setting up. By the view of the public good theory, client-agency theory, transact cost theory, property theory, human resource capital theory, and institution variance theory, we analyze the character and the reason of the path on the variance of the policy of the primary education, and indicate the intention of the policy. We develop a diversity perspective of the study on the primary education.In the first and second parts of the paper, we describe the sense, method, concept, theory, and the theory construct of the paper. We focus on the public good theory, client-agency theory, public theory, and institution variance theory. We proposal the system of the policy of the education, including the policy of running school, policy of quality, and policy of teacher.
