With the high-speed development of the computer technology, modern communication and web technology, the humankind has stepped into a higher information society, where knowledge and the amount of the information have increased sharply, information carrier mediumization, information index modernization and the information resources network, all of which have become the key strategic resources in the economy onstruction, the most active factors in the productivity, and the forceful impetus in the social advancement. The knowledge information has represented the most up-to-date productive forces. In order to improve the information resources exploration and the utilization, a lot of "information personnels" are urgently needed. For this matter, improving the information quality among the people of the nation and stressing the quality education in the colleges have become the most important objects for us to attain.The reseach of information literacy is a hot subject now. The author did a simple survey of retrieving literature by using keywords as "information literacy" and "information quality" on Science and Technology Periodicals Inventory of Chinese from 1989 to 2006, there were 1691 topics for "information literacy" and 1796 topics for "information quality". But if "Western" was subjoin to keywords, there were only 6 topics fetched, and 4 of them studied the middle school students' information leteracy. This shows that current research is not deep enough. As we all know that information literacy is a hierarchic concept, and different population has different information literacy level. People from different region or received different education have its own characteristic, connotation and evaluation criterion of information literacy, so divide and rule should be the most important guide line of the cultivation of information literacy.Thus, different from some other scholars' extensive research on "national" or "middle school students'" education of information literacy, this paper will mainly focus on the undergraduate students' education of information literacy in Liu Zhou city and discuss the cultivation of information literacy in this specific group and some related problems. The paper begins with a global literature review, and then deeply analyzes the related concepts to information literacy, the present situation of information literacy home and abroad and the necessity to educate students in information literacy, and then proposes the concepts and the content of the cultivation of information literacy in the undergraduate students in Liu Zhou city. Combing the previous research achievements and the real situation of the undergraduate students in Liu Zhou, a criterion to assess the students' information literacy is established.Then, based on a large scale analysis of the result of an investigation on the current real situation of undergraduate students' information literacy in Liu Zhou, the author concludes the major problems of the current situation of information literacy education of undergraduates students in Liu Zhou as follows: compared with the students in the developed eastern areas, students' obviously has a poor consciousness of information which leads to a insufficient acquisition of information, and also a series of problems such as a lack of information awareness and information morality. By the author's analysis, the main reasons for that are the incomplete construction of an information environment and insufficient information literacy education given by the school. Therefore, the key to the cultivation of the information literacy in the undergraduate students in Liu Zhou is to strengthen students information awareness and give emphasis on students' information literacy education. According to the result of the investigation and the criterion for the assessment of students information literacy, the paper also concludes five principles and nine measures to cultivate undergraduate students' information literacy. And a larger reform about the form of works is given for library which is treated as information literacy trainning position. In this paper anchored instruction and lecture model teaching are proposed for courses of information searching, which were put into a scientific, reasonable and extensive practice in one college of LiuZhou City by the author, and an objective evaluation and review are given finally. The epilogue of this paper points out the lack of research and future directions.
