Human creates culture while culture shapes human. Culture itself has a great educational function. Guangyuan has an extensive cultural resources. In the setting of the new curriculum reform based on three levels of nation , local, and the school respectively, the local school in Guangyuan faces the new situation. It is difficult for our local school to push forward the new curriculum reform and participate in the new educational experiment due to the lack of necessary teaching equipment. However, as we have a profound local cultural resources, we can make good use of them and turn them into our inexhaustible resources and great impetus, which will well be the breakthrough of the new curriculum reform and the quality education. But it is a long-needed new program in how to investigate and develop the local culture of Guangyuan, utilizing its educational function in combination with the new educational theories, developing its profound local culture, developing new curriculum fit for the local school, establishing a new school of its own characteristic, and setting up our ideal school in which there is its own curriculum system and its own feature and highquality.The local culture of Guangyuan and the developing curriculum for the local school include the following: the culture of Three Kingdoms, the culture of Nv Huang, the culture of the Red Army, the culture of celebrity of Guangyuan, poems and Ci of Guangyuan, and the folk culture of Guangyuan. A series of teaching units will be formed based on the above , which will be useful in broadening the students' learning dimension. In the practice of the teaching, it is imperative to combine the unit teaching with activity lessons. The students' learning interest and curiosity and knowledge-pursuing spirit and initiative could be improved through cooperative study and self-study and researching study. Thus, the students' Chinese ability and thinking will be improved too. It has proved that the local culture of Guangyuan and its local curriculum fit the students' real life. The students can develop their own learning method in the course of study and experience reflection . As a result, much more attention will be paid to the students' ability in learning and developing.
