As one of the observable means of harmonious management, the school regulation has an explicit form. Once they are set up, they possess recognized power. Not only is it the guideline of the teaching staff and the students, it is also the criteria of judging their daily conducts. A harmonious regulation system is indispensable to harmonious school management. And the harmonious school management is a manoeuvrable and effective system that reorganized the meaning, making, exercising, monitoring and feedback of the regulation. Its top priority now is to solve the problems existing in the present regulation such as the illegality of the rules, the inappropriateness of the procedures, the indiscreetness of the content, ineffective exercising, the incompetent monitoring and the feedback. The basic purpose lies in the realization of harmonious school management through the implementation of the regulation and improvement of each segment, thus building up a harmonious campus in system.Considering the negative influence of students' increasing usage of cellular phone in and outside the campus, M high school in the SZ City brought force the provision of students' using cellular phone on campus. Although the provision to some extent helps solve the problem a little, yet some new problems arose after the provision was carried out, for example, the student uses a cellular phone more secretly, the relationship between the teachers and the students becomes tighter. This research takes harmonious management as its basic visual field of analysing problems, site the provision as an example, describing the foundation of that system, analysing the thoughts and minds of each sides, the teachers' helplessness, parents' contradiction, students' argument and the dissatisfaction of the education supervisors, all these show that there still exist many problems in the course of the establishment and implementation which are against the rules of harmonious management.
