Along with the reform of China's market economy unceasingly deepening, a great number of rural residents are immigrating into cities. According to the statistics, the number of immigrants who moved their families from rural areas into cities have increased from 70 million in the year 1993 to 0.147 billion in 2005, the quantity of immigrants has almost doubled in ten years. The immigrant population has its own features including "great quantity, extending vast areas and immigrating frequently, a part of them moving to other areas is just to break our country's family-planning policy to find new places to give birth to more babies, thus immigrating frequently provides a good method for them to evade the responsibility of obeying the family-planning policy. On the other hand, the government feel difficult and weak to manage the immigrant population, because those immigrants have no relatively long-term places to live, no stable salary to get, no enough services of health and reproduction provided and most of them have a very backward concept of human reproduction. But in the new era, managing and helping those immigrants to obey the family-planning policy is a very important part of the entire work of our country's family planning and human controlling program, and it is also the key point to the sustainable development of our country's economy, society and environment.
