Research On Problems And Countermeasures Of City And Town Floating Population's Birth Controlling Management In Changsha City

With the continuous development of the market economy and the deepening reform and opening up,there remains the problems of new family planning work of : the management of cities new "special groups" - "floating population" . After 80, as economic reform and the changing concept of employment , China's floating population grows rapidly. In recent years, every year 100 million farmers and millions of college graduates go out to find jobs throughout the country, the floating population trends upward each year, the number of floating population rises from 70 million in 1993 to 147 million in 2006. The floating population are farmers mainly from underdeveloped areas into economically developed areas . Farmers, college students, laid-off workers and urban residents largely inflow to towns. Most of the floating population's fertility is at its peak, and is the focus of family planning work. Because the mobile population has is extensive all over the country, most of them are individuals mainly engaged in production and business activities, and have no fixed place of work and residence. Their birth concepts are backward. In addition the inflowing place provides reproductive health and family planning services are insufficient, it leads management difficulties and weak management issues to floating population of family planning . Most of the floating population are engaged in heavy physical, low-income and even dangerous work, and often infringed upon the legitimate rights and interests, family planning, reproductive health services, education and other fundamental problems . They can easily have trigger abandonment, illegal adopt, the sale of the population, and many other social problems . The current common mode of management" the main place of residence, domicile to cooperate with" is a mere formality, it is difficult to truly guaranteed. Therefore, explore and research of the strengthening of the management of the floating population of family planning is not only for the management of the floating population of the important guiding significance and value, but also elevates the level of family planning work, the population program and coordinated economic and social development.This is precisely in this context that the family planning management of the floating population of the theoretical analysis, combined with the actual situation in Changsha City the empirical analysis. This paper first introduces the research background, raised the importance of values on family planning management of the floating population , defined management concepts and research objectives and methodologies about mobile population of family planning ; Second apply the theories of management: from the main management, object management, management, management tools, management systems, management and leadership management, the seven elements as a management model of the analytical framework, generally ananyzed micro-management mode of representatives of differece of family planning of the floating population . This paper takes Changsha City as an example, ananyzes existing problems of the state and spectacles of the flow of population and family planning management , mainly in the uncoordinated two-way management, imperfect integrated management system and evaluation mechanism , weak family planning services and reproductive health services more ,people and funding shortages. On this basis, this paper gives the solution of the problems , and creatively put forward the complete implementation of a single management style residence, a mobile population of family planning community services management, establishs territorial management of the consolidated operating mechanism liability management of the floating population and improve test of countermeasures work, provides a useful reference of the mobile population and family planning reform and innovation management. This paper seeks to explore the creation of a Changsha, Hunan characteristics of "local management of the public service" and new model of the family planning management of the floating population to a new breakthrough, new vitality.
