The current research of effective teaching still focuses on classroom instruction. In recent years, network-based instruction has been widely adopted in Shanghai TV University (STVU), and the coming positive results have given rise to general concerns all over the university.This paper discusses network-based instruction in STVU and analyzes the theory of effective teaching in terms of its implications, features and codes with literature review, interviews and other methodologies.This paper reveals the current network-based instruction in STVU by conveying questionnaires in students and teachers from some of the branch campuses, conducting interviews with them, doing researches on educational materials and observing network-based classes. Meanwhile the efficiency of network-based instruction is also under study between varied target learners from different departments (literal arts, language and science) with various education backgrounds (college or university students) by studying educational resources of network-based class on the occasion of real-time instructional and non real-time instruction. Furthermore teaching results on the theory and operation of computers are also compared between traditional instructional and network-based instructional with the method of action research on the subject of E-Commerce Basis.The above efforts contribute to direct materials and data, which help analyze problems in network-based instruction in regard to teachers, learners, instructional resources, instructional environment and instructional evaluation, and thus make a conclusion on its efficiency. Based on the theoretical and pragmatic research, the paper demonstrates the strategy of effective teaching and takes an initiative study on inquiry-based learning, an effective-teaching-and-learning model.
