Floating people are a special group that has emerged inevitably during the transition of our economic society. In China, the floating population has had a continuous increase in scope and a significant change in structure as well especially after China's entering into the 1990s. One of the most remarkable changes in structure is the process of localization of floating population, which arises the problem of education for their children.Through investing children of floating population in Changzhou, the author of this article represents the condition of these children's reception of compulsory education on the basis that he has fully hold the first-hand information. The author also discusses relatively such problems with an expectation to make some efforts for the obtaining of equal chance of the floating population's children to receive compulsory education in Changzhou.This article includes 4 chapters. Chapter One applies literature research studies to state comprehensively the related theories and policies, also introduces the researching thoughts and methods to make the aim of the research clear. Chapter Two, through the investigation and interview, reveals the current situation of these children's reception of compulsory education after introducing the background of floating population in Changzhou. It sets forth the basic condition of the floating families and three channels of their children's studying in Changzhou. It also analyses these children's feelings and intention on study and expectation on education. Chapter Three analyses at the angle of students, schools and the government, the existing problems when floating population's children in Changzhou receive compulsory education, and points out that the fundamental reason why floating population's children cannot equally enjoy compulsory education is the current binary census register administrating system and the compulsory education executive system in China.
