Since reform and opening up. Chinese economy and political have developed faster than before.and people’s income level is raising as well as education-oriented ideology, education development. Education access to development. Until the2009our government fully realized nine-year compulsory education, the right to education of school-age children and adolescents is guaranteed. Excellent educational of city resources have been continuously consolidated, private primary schools in some cities become important addition to public elementary schools through market and competitor, through the withdrawal of more than10years in rural areas, central primary school and school construction has been developed.China’s environment has improved significantly on education as a whole. But we also see that quality education resources is in short supply, unbalanced development of urban and rural education still exists, problems of migrant children’s compulsory education require improvement also has aroused the concern of the community.This is not only an educational problem, but also social issues, this is the basic initiaty to the realization of social fairness and justice,as well as aqualization of basic public services.This thesis takes Mengzi County in Yunnan province as an example, based on the new public management theory to study migrant children’s compulsory education’s development situation under the nearby enrollment policy as well as existing problem and the reasons for these problems. Compulsory education law of the People’s Republic of China (amendment) promulgated in2006,prescribe that school-age children and adolescents interviewed in school.Local Governments at various levels shall guarantee that school-age children, adolescents in the domicile of vicinity.Through field investigation, we learned that many of the migrant workers’children in city are Difficult to aword quality education resources. Instead access to the unsatisfactory quality of education and teaching.While they put their children into the private primary schools bringing the economic burden on families.There are many other issues else. At the same time, from a macroscopic perspective of the whole education system in Mengzi, unbalanced development between urban and rural education is to exsit.On one hand, this movement cause students lack in most rural schools.On the other hand, the full house in urban schools caused by the poured countryside children,which break the balance of compulsory education development system in the county area.This artical is based on New Public Management Theory,from the "economic person" point of view, and use the "incentive compatible" and "interest group" methods to analyze the causes of p migrant children’s compulsory education problems. The author believes,in order to change the current uneven status of educational resources distribution, Governments must attach genuine importance to compulsory education. Perfect the implementation of the nearby enrollment policy by making it vitrification, expanding educational scale to cope with the increasing demand for education, enabling private primary schools make it an effective supplementary resources to public elementary schools is also improtant.At the same time, narrowing the urban-rural gap in education to achieve equalization of education basic public services.
