Mankind have come into the knowledge society and information era with the advent of the twenty-first century. The competiton between countries is mainly that of synthetical national power and talent. To train talent, the basis is. on education and teachers. In essence, the increase of teachers' quality is directly correlative with the development of economy and society. How to improve the teachers' quality? The passage pays close attention to the special group-borderline teachers, on the contrary to the core teachers. It surveys the real living state of the group, studies the reason for their state and searches for the tactics to imporve their conditions.The whole passage is devided into 3 parts:The first part: put forward problem. It poses the goal and content of the study, limits main notion of the thesis, explains the surroundings and meanings of the study, presents the present situation of the internal and external study, illustrates the method and range of the study.The second part: analyze problem. In the second chapter, it presents the basic state of borderline teachers, analyzes their features and types. In the third chapter, it surveys and sketches their conditions. Their living conditions are not optimistic: 1 They have to work for a long time every day. 2 Under high pressure. 3 Bored at the work and have little achievement experience. 4 In low spirit. 5 Bad physique. 6 Not satisfied with the work. In the fourth chapter, it studies the social reason, constitutional reason and subjective reason for the poor state of the borderline teachers.The third part: solve problem. The article poses many tactics to imporve the borderline teachers' state. It should be with all respects. Our country need to build correlative systems and mechanisms to raise teachers' social status; Our administrations need to reduce the burden on schools and teachers gradually and build strong support systems. Our school need to improve management and make measures to respect look after and support teachers. The teachers themselves also need to broad their mind and prevent their mental illness.
