On The Government's Funding Policy To China's Private Higher Education

Since more then 20 years ago ,as a result of the reform of economy and education policy in China, private higher education has made great progress and changed from the complementary role into an important part of the nation's education industry. The change of it's social position results from it's important function. It has brought and will bring into full play in such aspects as lightening the financial burden on the state, providing diversified opportunities of higher education, activing the whole higher education system and speeding up the progress of higher education massification. In a word, without private higher education, not only the prosperity of today's China's higher education is impossible, but also the future development of it will hard to predict.But it's social function doesn't match it's position in state's policy. As for the government's funding policy, the pheonomena of being vacancy, lack of power, lose standard etc are common. Due to the defects of the government's funding policy as well as the private higher education hasn't reached maturity. As a whole, it still situates in poor condition on both economy and policy. China's private higher education has publicly known as 'a system lack of resources', but the newly borned private higher education on the other hand must face the same development circumstance with the state-runned higher education. For China's private higher education, where to go? it's a must for government to give a definite answer, it is necessary ,at the same time, to clear some relative theoretical and practical questions.The first part of this dissertation puts forward 2 concepts, economic funding and policy funding which act as the main thread of the whole. In Part Two, based on empirically description and reached a conclusion that private higher education has still situated in poor condition and draws out the defects of the government's funding policy.
